１．本サイトの目的
1990年のバブル崩壊以降、日本経済は「失われた30年」と呼ばれる長期の低迷に陥っているが、それは財政政策の失敗（過度に緊縮的な財政政策）によりもたらされたと私は考える。経済低迷が今後も長引き、後世にさらなる長期間の「失われた～年」を続けてしまうことは避けなければならない。このサイトを2024年に立ち上げたのは、微力ながら情報を発信し、少しでも世論形成のお役に立ちたいとの思いからである。
新聞・テレビを主たる情報源としている人がまだかなりの多数を占めていることもあり、2024年の序盤までは、日本経済は後年「失われた40年」と認識される可能性が高いとみていた。しかし輸入インフレの高進で世論が目覚め、2024年の後半辺りからだろうか、積極財政派が急増している印象だ。SNSの影響力も日増しに高まっており、また高齢者もYouTubeを見るようになっている。「失われた40年」を回避する絶好のチャンスが到来したと言えよう。本サイトの情報発信は1年以上サボっていたが、復活させることとした。
1. Purpose of This Site
Since the collapse of the bubble economy in 1990, the Japanese economy has fallen into a long-term stagnation known as the “Lost 30 Years.” I believe this was brought about by the failure of fiscal policy—specifically, excessively austere fiscal measures. We must avoid prolonging this stagnation and passing on an even longer “Lost X Years” to future generations. I launched this site in 2024 out of a desire to disseminate information, however modest my contribution may be, and to play a part in shaping public opinion.
Until early 2024, I believed it highly likely that the Japanese economy would later be recognized as the “Lost 40 Years,” partly because a significant majority still relied on newspapers and television as their primary information sources. However, public awareness has been awakened by rising import-driven inflation. Since the latter half of 2024, I have the impression that proponents of proactive fiscal policy are rapidly increasing. The influence of social media is growing daily, and even the elderly are now watching YouTube. One could say that a golden opportunity to avoid the “Lost 40 Years” has arrived. Although I have neglected this site for over a year, I have decided to revive it.
２．私の立ち位置
私の元々の立ち位置はいわゆる「市場原理主義者」で、主流派経済学者と称する人たちが言うことは正しいと信じ込んできた。ただし量的金融緩和には早期から賛成であり、それを否定していた主流派経済学者の主張に疑問を感じ始めた。やや遅れて財政政策についても、完全な積極派に転換。現在では、その他の面でも主流派経済学者の主張に疑問を感じることがある。一方で市場原理自体を否定する立場ではないし、そもそも積極財政と市場原理は矛盾するものでもない。マクロ経済の動向に見合った通貨量を、財政政策（国債発行）を通じて市場に供給しましょうと言っているだけだからだ。
財政政策面では、いわゆる「MMT」の論者に考え方は近い。もっとも、面倒くさいのでMMTをきちんと勉強したことはなく、主張に似通った面があるだけであってMMT論者そのものではない。MMTなど持ち出さなくとも、常識的な経済学の知識に基づけば積極財政政策は正当化できると考えている。おそらくそんなことはMMT論者も「百も承知」で、「アメリカの偉い先生がMMTを主張している」と言えば信じる人が出てくるから、積極財政派の箔付けに使われているのだろう。
一方で、積極財政派の巨頭である高橋洋一氏の主張には傾聴すべき点が多いと思っているものの、貨幣観や「経済の予測可能性に対する見方」（経済予測は相当困難というのが筆者の見解）が大きく異なる。
2. My Perspective
My original stance was that of a so-called “market fundamentalist,” and I firmly believed that what mainstream economists said was correct. However, I supported quantitative easing from an early stage and began to doubt the claims of mainstream economists who denied its necessity. Somewhat later, I completely shifted my stance to favor proactive fiscal policy. Today, I find myself questioning mainstream economic assertions in other areas as well.
That said, I do not reject the principle of the market itself, nor are proactive fiscal policy and market principles inherently contradictory. I am simply arguing that an amount of currency appropriate to macroeconomic trends should be supplied to the market through fiscal policy (government bond issuance).
Regarding fiscal policy, my thinking is close to that of “MMT” (Modern Monetary Theory) proponents. However, I have never formally studied MMT because I find the academic formalities tedious; my views simply overlap with theirs, and I do not label myself an MMT theorist. I believe that proactive fiscal policy can be justified based on common-sense economic knowledge without invoking MMT. Likely, MMT proponents are well aware of this, but they use the “distinguished American professors” as a way to add prestige to the proactive fiscal stance and gain public trust.
Furthermore, while I find many of the arguments by Yoichi Takahashi—a leading figure in the proactive fiscal school—to be worth listening to, our views on the nature of money and the predictability of the economy (my view being that economic forecasting is extremely difficult) differ significantly.
３．本サイトの運営方針
特定の誰かを批判すること自体、あるいは特定政党を支持すること自体が本ブログの目的ではない。しかし、有権者に積極財政を考えを広めることが目的である以上、緊縮的な財政政策を主張する勢力については批判的に取り上げ、積極的な財政政策を主張する勢力については好意的に取り上げざるを得ない。この点は予めご了解頂きたい。ただし財務省に対する批判は基本的にしない方針で、その理由は、明らかに政治家の方が責任が大きいからだ。
建設的なものであれば、私に批判的なコメントであっても大歓迎である。また、本サイトでの記述に誤り・行き過ぎがあれば訂正することに全くためらいはなく、必要と判断すれば謝罪を表する。
3. Editorial Policy
The purpose of this blog is not to criticize specific individuals or support specific political parties. However, since the goal is to spread the idea of proactive fiscal policy among voters, I must inevitably be critical of those advocating for fiscal austerity and favorable toward those advocating for proactive fiscal policy. I ask for your understanding on this point. That said, I have a policy of not fundamentally criticizing the Ministry of Finance, as the responsibility clearly lies more with politicians.
I welcome even critical comments as long as they are constructive. Moreover, I will not hesitate to correct any errors or exaggerations in the descriptions on this site, and I will issue an apology if I deem it necessary.
